The dilemma

You have not slept properly in three weeks. Your work performance is slipping and your partner is frustrated. Your neighbour Sarah's dog Bailey howls from the moment she leaves at night until she returns. You can hear the distress in the dog's voice. Sarah works nights and is aware of the problem. When you spoke to her last week she looked exhausted and said: 'I know. I'm so sorry. I don't know what to do.' This morning, another neighbour, Dave, tells you he is about to file a formal noise complaint.
